figure, Mr. Wu Bing-Ru (吳秉孺), known as Aaron Yan (炎亞綸), who is a convicted offender under the
Child and Youth Sexual Exploitation Prevention Act.
This case is not merely an immigration
matter; it is a direct challenge to Thailand’s unwavering commitment to
protecting children and combating Child Sexual Exploitation (CSE) and
trafficking. Allowing an individual with his criminal profile and
subsequent unrepentant conduct to perform in Bangkok directly undermines the
collective efforts of the Thai government, law enforcement, and humanitarian
organizations like yours.
I. Undisputed Criminal Conviction and
Moral Turpitude
Mr. Wu Bing-Ru was convicted by the Taiwan
Shilin District Court (Case No. 112年度訴字第543號) for violating
the Child and Youth Sexual Exploitation Prevention Act. The judgment is final
and confirms his guilt of Filming a Minor for Sexual Intercourse and the
Dissemination of the sexual image (the victim was a minor, aged 16, at
the time of the offense).
Crucially, his post-conviction conduct
shows a profound lack of remorse and continued predatory behaviour:
- Continued Possession of Illegal Footage: The court judgment explicitly notes he unjustifiably
continued to possess the minor victim's sexual video footage until
police seizure, proving his public apologies were manipulative.
- Secondary Victimization: Mr. Wu
publicly used his platform to defame and attack the minor victim,
detailing private matters and attempting to discredit the victim by
alleging "exchanging sexual favors for money." This is an
egregious act of moral turpitude and further psychological harm.
- Exploitation of Power Asymmetry: He
publicly disclosed using material resources (providing housing and money)
to exploit a vulnerable, economically dependent minor, highlighting a core
element of sexual exploitation.

context of his scheduled December 20, 2025, Bangkok concert:
- International Rejection & Evasion: We confirm that Mr. Wu Bing-Ru’s criminal conduct has been
reported to the immigration and law enforcement authorities in multiple
major Western jurisdictions, including The United States, United
Kingdom, Germany, France, and Norway.
- Explicit Intent to Evade Scrutiny:
Following his conviction and during this international vetting process,
Mr. Wu publicly stated that Thailand is "a place that was
unexpected but truly suitable for him." This statement must be
interpreted as his intent to circumvent the stricter moral and legal
vetting standards of other nations, using Thailand as a "safe
haven" to resume his commercial career.
- Direct Harm to Anti-CSE Efforts:
Allowing a convicted offender who lacks remorse, engages in secondary
victimization, and is likely seeking to evade Western restrictions to
conduct a high-profile commercial activity in Thailand:
- Undermines the credibility of
Thailand’s robust anti-CSE and anti-trafficking laws.
- Sends a dangerous signal that the
Kingdom is a permissive environment for those convicted of exploiting
minors.

organizations. A failure to act will signal that convicted child exploitation
offenders can circumvent Western accountability by relocating commercial
activities to Asia.
We appeal to your mandate as the leading
organization dedicated to protecting women and children from exploitation and
violence. We request that your organization utilize its influence and official
channels to:
- Lobby the Thai Immigration Bureau and Ministry of Labour to immediately review and revoke any entry or work permits
granted based on the grounds of Moral Turpitude and threat to
national public order.
- Issue a statement highlighting the
unacceptability of individuals convicted of CSE operating commercially in
Thailand.
- Coordinate with the Royal Thai Police Anti-Human Trafficking
Center to ensure Mr. Wu Bing-Ru is deemed
inadmissible due to his direct connection to child sexual exploitation
crimes.
Failure to act decisively risks severely
damaging Thailand's dedicated and globally recognized image as a protector of
children's rights.
