Dear Director-General,
I am submitting this urgent request for
review concerning the eligibility of the Taiwanese public figure Mr. Wu
Bing-Ru (吳秉孺), known as Aaron Yan (炎亞綸), to enter, work, and perform in the Kingdom of Thailand. His
conviction and subsequent conduct demonstrate a critical lack of moral
rectitude which directly contravenes Thailand's values and commitment to child
protection.

guilt of Filming a Minor for Sexual Intercourse and Dissemination of
the sexual image to multiple individuals (the victim was a minor, aged 16,
at the time of the offense).

III. Evidence of International Vetting and
Evasion
We draw your attention to the fact that Mr.
Wu Bing-Ru's criminal conduct and subsequent secondary victimization have been
submitted for review to the immigration and law enforcement authorities in
multiple Western jurisdictions, including: The United States, United Kingdom,
Germany, France, and Norway.
Public statements made by Mr. Wu,
suggesting Thailand is "a suitable place for him," must be
interpreted in light of his likely rejection from these other jurisdictions.
His planned commercial activities in Thailand should therefore be viewed not
merely as entertainment, but as an attempt to circumvent the stricter moral and
legal vetting standards of other nations, seeking to utilize Thailand as a
"safe haven" to resume his career.
Allowing a known individual, convicted of a
crime involving child sexual exploitation, to obtain a work visa after
potentially failing to gain entry elsewhere, risks severely damaging Thailand's
dedicated image as a protector of children's rights.
IV. Impact on Thailand's National
Interests
Thailand has a globally recognized
commitment to combating Child Sexual Exploitation (CSE) and protecting youth.
Granting a work platform to an individual with this profile—who has
demonstrated a pattern of exploiting minors, and actively engages in secondary
victimization post-conviction—sends a detrimental signal:
- It undermines Thailand’s resolute moral and legal standards.
- It exposes Thai minors to an individual who uses their social
power to manipulate and harm vulnerable persons.
We urge the Thai Immigration Bureau and the
Ministry of Justice to thoroughly review Mr. Wu Bing-Ru's moral standing and
utilize the authority under Thai law to deem him inadmissible based on
his criminal conviction and subsequent unrepentant, morally reprehensible
conduct.
